Murray Snow found that Maricopa, Arizona Sheriff Joe Arpaio had violated the constitutional rights of Latinos by engaging in racial profiling through targeted raids and traffic stops in Maricopa County.  In his ruling, the judge noted that Arpaio had focused on arresting immigrants suspected of being in the country unlawfully, at the expense of fighting crime.
